Many organizations have recently put a focus on customer satisfaction, and have supervised whether their staffs express proper emotion to customers and abide by the rules of action. The status of patients has been continuously changed from recipients of medical service to claimants of the service in their own right. Accordingly, medical staffs, in particular nurses, seem to have growingly experienced intense emotional labor. In this context, this study aims to examine the extent to which nurses have emotional labor and investigate the impacts of emotional labor on job satisfaction and intention of turnover. To achieve it, self-completion questionnaires were distributed to 200 nurses at a senior general hospital at Seoul and a total of 185 responses were collected. With the primary data analyzed, some conclusions can be made: first, emotional labor of nurses is relatively higher while their job satisfaction is low; second, emotional labor may have significant effects of job satisfaction, in terms of job characteristics, wages and benefits, relations with seniors, promotion, and relations with colleagues; and third, emotional labor also has an effect on the intention of turnover.

This article purports to explore how the recent local environmental governance has changed in Sweden. The research analyzes three programs: Local Agenda 21 (LA21), Local Investment Program (LIP) for ``Green Growth`` and Climate Investment Program (Klimp). The study examines literature on sustainable development and environmental policy mainly in Nordic countries as well as official and academic reviews on the three programs. Interviews with local officials were also used. The results of the analysis indicate: (1) The traditional plural participatory governance emphasized in LA21 has shifted to ``new environmental governance``, which centers the technological industry, specialized interests and the government in local green networks with LIP and Klimp. This feature reflects the fact that most financial support under the two programs focused on the field of environment-friendly technology in energy and transport. (2) The ``new environmental governance`` has counteractively stimulated academic and civic efforts to recruit ``missing citizens`` for more democratic local governance. (3) LIP and Klimp have changed the existing decentralized and bottom-up policy process into centralized and top-down one, employing a financially competitive mechanism, which was unfamiliar to Swedish public organizations when LIP started. (4) The Swedish government, academia and society as a whole have attempted to create or develop voluntary networks at the local level and foster learning systems to share information and knowledge from different municipalities`` and stakeholders`` experiences, when designing a new program.

This study was a descriptive research that aims to identify factors that affect the health-related quality of life (HQOL) of multicultural couples, and proposed basic materials required for improving the health conditions of them. As such, based on Andersen``s Behavioral Model for Vulnerable Population, this study established a HQOL model by deriving predisposing factor, enabling factor, need factor and health behavior factors that reflect the vulnerabilities of multicultural couples. The subjects of this study were 422 spouses of multicultural couples (211 couples) in the City of Gwangju and the Jeolla Nam-Do region (South Jeolla Province in Korea). Technical statistical analysis was performed with SPSS PC 16.0, and, through AMOS 16.0, the analysis of multi-group analysis for verifying the dyadic differences of multicultural couple``s HQOL model were performed. Multicultural couple``s fit index for the HQOL model was acceptable. Based on the result of the multi-group analysis for determining the dyadic differences for the HQOL model, the two groups`` configural invariance was established, however, it was learned that, because the metric invariance was rejected, the structure models of the husband and wife that affect the HQOL were not found to be similar. Based on the results of this study, for improving the HQOL of multicultural couples, it is suggested that dyadic-level programs with considerations given to the difference of couples be developed, and also suggested is the need for studies that analyze the effects.

Diverse socio-economic factors are now the pressure of public employee pension reform. Many countries including the United Kingdom, Japan, France, and Germany already carried out public employee pension reform even though it had different patterns. Degree of public employee pension reform was not strong in Korea. This study investigates how the United Kingdom, Japan, France, and Germany carried out strong public employee pension reform. In particular, we pay attention to governance reform such as characteristics of human resource management and structure of labor-management relations in these countries. In a comparative perspective, this study explores the impact of governance reform factor on categorization and degree of public employee pension reform.

After the approval rights of local public corporation has been mandated to local government, Korea has institutionalize the feasibility study regime on the establishment of local public corporation prior to incorporation. In spite of that, concerns about increase of the insolvent corporations have been widespread, which induced us to analyse the regime of local public incorporations in Korea. The result showed that current institution on establishment of local public corporation has some problems such as lack of independence and autonomy of research organization, adverse selection caused by inadequacy of information, disarray of research method and standards, which lead to weakening the credibility of the feasibility study itself. Based on these findings, we suggested some policy recommendations such as change of selection methods of the research organization, standardization and specialization of research items and standards, post-control of feasibility study on incorporation. We expect that this study would prevent the establishment of insolvent corporation and thus enhance the soundness of local fiscal status.

This study examines the characteristics of charges system related to central government in Korea. The present articles are intended to serve as a legal approach to charges study of central government. Thus, this paper is conducted in a content analysis approach through 98 charges related to public agencies in central government. To do that, the results are as follows. First, the goal of a charges imposition has many more a fund``s gain than a policy executive to problem-solving though charges. Second, the type of a charges is rich in imposing a beneficiary on the government``s project and public facilities building. Third, the personality of charges is a limited as a policy instruction to problem-solving, because they is frequent in more fund``s gain than the others. The government is used it so many as instrument to prepare financial resource for a specified benefit project because of reduce tax resistance. Fourth, we suggest a possession of central government in fund amount, reform of fund division, and preference of central government to make charges in the implication of this paper. Despite, this paper is a basic study in the level of exploratory research. We hope this article is able to provide an incentive for understanding a charges and fees of public agencies.

The purpose of this study is to explore the government reactions in policy dilemma situation analyzing the case of Futenma at Okinawa in Japan. We have set the dilemma theory analyzing specifically how the government coped with the dilemma situation that took place in the decision-making process about the relocation of Futenma base. Following are the topics of the research set to analyze the answer of research purpose proposed above. First, what are the factors triggering the dilemma situations the decision-making process with the relocation of Futenma Base. Second, what are the causes of dilemma created by the contradictions in social change, influences of policy participants and coordinating capability of the government. Third, what are the political measures of the government corresponding to certain dilemma situation.

This study uses a representative sample of 214 Korean public organizations to examine the decoupling of a performance-based human resource management (HRM) policies. The aim is to analyze the dynamics for the decoupling of policies, drawing on hypotheses from strategic choice, neo-institutional, and organization identity explanations. The findings suggest that the adoption and decoupling of performance-based HRM polices are influenced by the characteristics of the organization``s responsiveness to external environment (an institutional explanation) and the organization``s members`` collective understanding (an organizational identity explanation). While Public organizations adapting HRM Policies to confirm the legitimacy of institutional environment are more likely to decouple them, Public organizations with clear organizational identity (publicness) are more likely to decouple implementing of performance-based HRM policies. I argue that the consolidation of "publicness" which the preconsideration for minimizing the decoupling of performance based HRM policies and successfully implementing a high performance based HRM policies in Korean public organizations.

The purpose of this study is to analyze dynamic change pattern of difference of region( metropolitan and non-metropolitan area) and absolute disparity(income) and subjective disparity(quality of life) of family focused on comparison of Roh Moo-Hyun and Lee Myung-Bak government`` times through the using of panel regression analysis(especially, fixed effect model) and Difference In Difference(DID) of family. As a results, There`` s a marked contrast between the absolute and subjective disparity and dynamic pattern in metropolitan and non-metropolitan area. And this study is to discuss implication and limitation of results, direction and necessity of follow-up study.
